When I first started painting minis again, I used to base first, but I found that sand and grit would contaminate the miniatures while I was painting them. Ever since then I have been basing last. I've found that basing after you paint your models is a pain in the ass.

Looking back, I think it was mostly due to an error on my part. Not priming first, not cleaning my work area enough after basing and general sloppiness, so I've decided to base everything first again.

I also tried a different method for adding texture my bases. I brushed on thinned down GLUE, sprinkled on course sand and then immediately submerged in fine sane. I think this gives the bases a more natural appearance and I'm pleased with the results so far.

Here's an old photo of some in progress basing. Some were painted first and some were based first.

I have also gone to a grey primer with white drybrush method for priming.
 
To get around the problem of sand dropping off your bases, give them a coat of heavily thinned pva (thin enough for the sand to soak up) before you get to the priming. So, PVA and sand/gravel. Wait to dry, then thinned out PVA mixed. Once fully dry, prime.

I've been toying with the idea to actually finish the bases completely (including static grass) after I've put down the first base coat layer of colours. That way I might be able to stop painting certain miniatures earlier and settle for a "good enough" standard on rank and file.

For info - I use goblin green as a base coat & dip straight into flock, once dry using PVA attach static grass & grit sand (builders merchants) in patches and then I spray coat with clear mat (at least two two coats)

I was actually thinking about dipping the bases into a watered down, paint and glue mixture.

Just curious, but what are you undercoating with?

I use either CA+ or Minwax Polyshades to seal gravel on my bases.
-CA+ can be brushed on, but it's pricy. Clean up with acetone.
-Polyshades is pretty cheap for the volume, easier to work with & it creates a nice seal on your base gravel. Clean up with mineral spirits/turps.

You can also base gravel with matte medium. It's far easier to use than glue and it's stellar for scrubby bushes as well. ;)

For sand on bases I put a layer of paint onto the base then dunk the base into my sand. I then paint the sand. Ink was it and highlight it a couple of times. I've never had any of the sand come off.
