sandbox testing?

okay this is really gonna be a bit weird and kinda out of place but...

Does anyone have any good recommendations for digital 'sandbox' like environments for play testing? I've been slowly working on something for a while and while I want to print off stuff for testing as I feel am at a stage where I need to test things before I can really move on ahead, it's not really at a stage where I think printing off paper cards and stuff isn't just gonna be a waste of paper. So I was wondering about a digital mockup in a environment where it would just be much easier to adjust and change bits before committing anything to paper.

yeah, kinda modern way to do things but there are some things out there kinda for this.. I know of 2 but neither seams.. quite as user friendly for this kinda thing.. Vassal, which is mostly designed for playing board games remotely and doesn't allow any enforced rule set (which is both kinda good and kinda annoying) and boardgame table (I think it's called) which is the same thing but with 3D models, which is a bit overkill for this.. but from what I've seen of both, neither are the easiest to create stuff for. Just wondering if anyone knew of anything or had some advice.. might just have to decide to waste paper
 
tricky.. the game uses tile based board (in that different rooms are different tiles), some tokens and card decks as well as dice rolls, so ideally something which allows dice to roll, customised card decks, adding, moving and removing tokens from the 'board'.

If I wanted to kinda make a video game version so rules could be added and enforced, I could probably code one up but seams like too much effort for the sake of saving alot of paper ^_^;

I guess IP netplay support would be nice as I could allow easier testing with others outside the house but as the game should have a soloplay option, no problems if it doesn't anyway. there are soo many ways around such a thing.
 
Heard people refer to Tabletop Simulator as a means of testing games & rules, but will require asset import (sure there are existing and defaults you can easily pick).
 
I might have tried to play a game with that but it had a physics engine for some unknown reason so the figures and cards kinda fell around when trying to playtest something... but I guess it's a possible
 
Tabletop Simulator sounds like what you want. It's been a few years since I last used it, but I know there were options in there to get things to snap to the surface rather than fall over. There would probably also be options for completely disabling physics or using a grid layout.
 
mmm... tabletopia seams like a good option but don't see much information on what it's like.. they say only on paid options you get 3D environments which doesn't bother me cause top down is fine for testing.. but I can't find much on what it is really like ¬_¬
