You are correct about 3rd edition.

If you read the bestiary you will see that Dwarves do not suffer movement penalties due to armour, just as Elves suffer double.

This is one of my problems with the original rule/army books.. nothing in a logical position. You would think that would be, or ALSO be in the movement section or in the dwarf section of the Armies book ¬_¬
