In 2nd they are described as monsters "counting as over 10ft".
In terms of common sence they should benefit from using spears as if they were cav (they would not be likely to have lances so i don`t think that is a problem).
In terms of armour- barding OR armour would likely be formed to cover both areas of body so i think count as if infantry is the best option. No bonus for being mounted as this was supposed to be to represent hitting the mount (i think).
For movement-if anything they would be more manuverable than cav as there is no need for a rider to handle a mount.
Definition of cav is not a man on a hourse (certainly not in fantasy) more like a creature mounted upon another subserviant creature.
Dragon ogres and Zoats are not cav either.
