Yes, in a way.
If I may refresh your memory, the 'living rulebook' was an ongoing project by some guys called the 'Blood Bowl Rules Committee' (BBRC). When GW dropped any and all support of Bloodbowl, players started congregating on the internet, playing a home-made online version and discussing endlessly over which rules should be tweaked, nerfed or whatever. Once a year, they published their efforts in an update. Mr Jervis Johnson, inventor and designer of BB, had kind of an interest in the BBRC, ties were made and by the end, they operated in a kind of tolerated 'grey area' which would be unthinkable for modern slick corp GW.
Eventually, GW decided that they might end up doing something with BB anyway, so they gave a private and sincere 'Thank you and now goodbye' to the BBRC and published the final result of all the playtesting and tweaking, nerfing and whatnot as the 'Blood Bowl Competition Rules Pack' which was indeed the gold standard for BB tourneys as had the LRB been before.
For helping to keep the game alive and update the rules, the BBRC got a big - well, nothing. Back in 2010, this ruffled quite a few feathers, especially once it became aparent that any and all contributions that would be traceable to the BBRC (such as names for new Starplayers) were wiped from the CRP. GW simply pretended that the BBRC never existed which of course also mneant that they didn't sue their asses off for publishing branded material on the internet for years and years.

I'd personally suggest it as the best version of BB there is. It sure isn't perfect but whatever one wishes to put in there will probably fit. There certainly wouldn't be much of a problem mix-matching any and all players from different teams for a special home-brew team (unless somone were obviously min-maxing, which of course can be fun too if both players are into it). All the fun and excitement from 3rd ed without any of the ultra-brutal broken stuff around, great for league play and tourney games alike, I name the CRP a keeper.
Edit: and I completely forgot to commend the use of Demonettes as bitch elves. Was planning on using Wardancers or Harlequins for mine, now I'm not so sure.
