Not Orctober but who is this greenskin?

I was fixing up this greenskin wolf rider ( he's not finished yet my painting's not that poor) while painting my orctober effort but have no idea who or what he is. Pre slotta obviously I've seen similar figures but no idea who made him or when.

Who is that unmasked greenskin? Is it the lone wolf rider? If so do I have to make a snotling on a rat as his tonto?

Ideas?
