More stupid questions - Tile basing order

Okay, one of my gaming tiles is gonna be a graveyard. I have a number of set pieces for it which are resin and include graves and tombstones.

Now.. I was gonna do the soil/dirt for the tile but I'm debating should I put this soil on first and THEN attach the graves and stuff, or put on the graves and THEN base it. the graves do have soil texture in the models and would be neater to attach them to the main tile after basing it. However, it would smooth them into the tile more if I put the soil on after they are attached because that way I can put some on the bottoms of the models to mix it a bit.. But then again, I can add that AFTER I attach them even if I have based it before.. ugh...

So.. what are peoples views. how do they deal with such issues? ^_^;

If you intend to permanently attach the graves to the tile, then I would paint the graves separately first, and afterwards add them to the tile applying the ground cover to the whole tile at the same time and only having to do so once.
 
always a dilemma, and i tend to add somethings first and some after depending on the intricacy of painting and how accessible they'll be once attached to the tile.
