I read your blog post on this. My impression has always been that the "cigar" is, in fact, what we in the U.S. refer to as a "blunt." Meaning a hollowed-out cigar filled with marijuana.

Well, to be honest they're usually not made of "perfectly good cigars" but rather cheap machine made, even flavoured ones.
