Tbh this is the rule we set unless intentionally accepting the broken spells may come into play...which isnt often. And even lvl 2 wizards get joys like Stampede, which messes Brettonian armies somewhat, and Vortex of Chaos.

Yes, Vortex of Chaos is mad, at least it is random after the release though?
I think there is summon lesser demons or something at level 2 also. Mad powerful.

Summon lesser demon is a Lvl 2 spell...yes its not often you'll get it but when you do its fun!

And there are soooo many magical things that you can do little about (esp when wizards pump spells with magic points meaning magic saves auto fail)
