Citadel Norse Dwarfs with TSR backstamps

I found a Norse Dwarf http://www.solegends.com/citcat1991b/cat1991bp214norsedwfs-01.htm (Axe 16) with a TSR backstamp - was this just a headswap for the Norse range using one of the Dwarf Fighters as a base where they forgot to remove the copyright or was it intended to be released in the AD&D range like the Oriental Heroes Samurai?

Looks very much like a minor resculpt of the 'mid level' ADD31 model, so probably modified from that with the original tab left on.

By the early 90s they'd lost/given up the TSR licence, so a lot of the models were absorbed into general release ranges.
