No it's the Foundry version as it's a solid base.

Foundry has a load of ex citadel

That definitely isn't the foundry version, it has the wrong type of base.

If I remember correctly this is one of the models that was produced as both a pre-slotta and slotta version.

It's not a knock-off. It's the original citadel preslotta version:

Here is the chaos thug which used the thief/pirate as a base:

The Foundry version - which s basically the citadel preslotta version - probably has a thinner, but still solid base.

Yes, there are three versions. Citadel rogue, citadel slotta chaos thug and foundry pirate.
