What is this mini?

Was looking for some help:
The image here is from the old Realm of Chaos The Lost and the Damned book. Is anyone familiar with the mini listed as “Utterblight, female wizard”? I’m pretty familiar with the citadel range (especially from the 80s and 90s), and i’m also pretty familiar with their number of unreleased minis, but i’m at a loss with this one. It doesn’t seem to be a conversion either. Anyway, I’d appreciate some help and this place seemed like a good place to go!

My guess is that it’s a conversion of the Medusa from the Night Horrors range.

A conversion of medusa was what instantly came to my mind too when I saw the picture.

Can anyone identify this winged imp/devil?
Base marking says TA1 or TAI. Got him in a job lot, cant find anything w google.
